That study you mentioned, that I found was done on a much, much smaller 
sample. That alone makes the study suspect, not to mention the sponsors. 
The Frazer Institute in the past has been slammed for seriously biasing its 
findings. In short its slightly to the right of the Heritage Foundation. 
Frankly I would not trust any study it wrote if my job depended on it. I 
could not find any indication of the methodology in the study, nor if any 
statistical controls were used. In short as a study it sucked, at the level 
of dead budgies or canal water. I just scanned through both findings. The 
CAC study was much more statistically valid, controlling for size of city, 
miles driven, type of driving record. etc. All in all a much superior study.

There is also a previous study I mentioned a couple  of weeks ago that also 
compared the insurance rates from cities across western Canada, and found 
that insurance rates in Alberta, where insurance is private, was almost 
twice that of Winnipeg, which is in a public insurance system. The 
preponderance of evidence shows that public insurance schemes works, and 
benefits drivers much more than private auto insurance.
