If they use double opt-in and still get blocked, then they might consider
posting a bond and going with bondedsender.com, which will get them past the
filters.

Every list operator claims to be opt-in,  including the ones who harvest the web
for email addresses and then opt them all in as well.   These types deserve to
be blocked.  Without the confirmation, the methods for opt-in do not hold much
credibility.
