I think I see where this question has come from. Israel sent its troops into a refuge camp on the border with Egypt (which it has a peace treaty with) to stop the smuggling of weapons. The smuggling tunnles are placed within civilian buildings and the terrorists who smuggle the weapons fire from within civilian areas. Israel destroyed the tunnels and the buildings, stopping the weapons flow and depriving families of the homes. Who is to blaim (in order of importance)?
1. The terrorists for using the buildings as smuggling and shooting points.
2. Egypt for not stopping ANY of these smugglers.
3. Israel for trying to stop weapons from getting to terrorists.
