The wattage is generally printed on the bulb...if I had to guess a two
footer office lamp is probably between 5-10 watts.

Flourescents are generally good only for inital sprouting, as the
light is usually towards the blue end (indicated by the K value of the
bulb) of the spectrum, and does not emit enough lumens to support anything
but the most shade loving plants. There are some specialty high-output
full-spectrum flourescents out there...but they are a heck of a lot
more expensive than sunlight.

Before you ask...my mom used to grow all sorts of herbs for sale at
local businesses. :) We had this huge 4 level flourescent germination
thing rigged up with 16 of the two bulb cheapo lights going 24/7 with
alternating low k/high k bulbs in them.
