that let's some people in the system charge by the hour, some charge by the
day, and some sort of charge by the hour except when they're under budget or
over budget and in those cases they get to charge whatever the hell they
please to meet the budget. ;)
Gotta love flakey business rules.
(I get to actually code whatever Kevin comes up with for this fun fun fun
project. We're oh so delighted.)
