"Apple says that this vulnerability is fixed in OS X 10.3 Panther and
suggests upgrading to that version." For $129, of course.

Now this is exactly the situation I mentioned to some old Mac colleagues
during the OS X beta. Apple has an abysmal track record for 1.) releasing
timely patches; 2.) releasing patches that aren't part of a paid upgrade;
and 3.) patching prior releases. Prior to OS X, they were pretty safe, but
when they went unix, they opened themselves up to all sorts of security
concerns. I even suggested to the Apple people I knew that they really
needed to set up a security web site to communicate known issues and release
security patches immediately. They obviously didn't take that seriously.
Hell, IIRC they shipped OS X with known compromised sendmail and telnetd
with no warning to the average user.

If Microsoft operated like this they'd be pilloried, but Apple? Pfft.
