Ok, I thought I was trying to do this as it is supposed to be done.  Have my
style sheets cascade.

Shouldn't I be able to have three style sheets organized as such?

<!--- Default Style sheet --->
<style media="all" type="text/css" title="Print Styles">
...
</style>

<!--- Style sheet for only screen view. --->
<style media="screen" type="text/css" title="Print Styles">
...
</style>

<!--- Style sheet for only print view. --->
<style media="print" type="text/css" title="Print Styles">
...
</style>

My idea here was, that I would have common style elements used in both my
screen formatting and print formatting in the default style block.  Then for
elements that I want to be different in the screen and/or print formatting I
would code those in the appropriate screen and print style blocks.  But this
does not seem to be working in the environment I have to code for (windows
IE 5.5).

Should it be?
