County "A" uses their own county's IT infrastructure. It's all
Windows-based, and everything is locked down tighter than a drum...wanna
download the new flash player? Sure....fill out this form. We'll see you in
three weeks, if you can justify why you might need that silly doo-dad
application for any legitimate work.
County "B" has no IT infrastructure. They'll call the central helpdesk for
any questions. But, if they can't get through, they'll just go ahead and do
whatever "seems best" at the time. Gator? Sure. We love Gator. Don't you?
