But when it comes to a competitive situation, where there is more than one company qualified, I think other things should also be considered.

As an (unreal) example, what company should provide PCs? Dell? Sony? Or since there are many companies that can provide very similar specs, should these other considerations come into play?

But, to tell the truth, if it comes down to an American firm that can do the job (for a similar price), but a little slower, then I'd give the nod to the American firm.

The company that is best at providing the product / service.

For example, it might ultimately be in the best interest of the US to have a European company roll out a GSM network as having an American company that only has experience with CMDA roll out a GSM network. These are the types of contracts that you can not afford *not* to take the best firm for the job if that leads to delays etc.
(The lead phone contract already went to an Egyptian firm.)
