that is used for final selection and approval before it is embellished with
secondary type for secondary stories. Notice that the area is substantially
larger than the crop area of a magazine, and the brilliance of the water
reflection, which wouldn't have reproduced from photo to offset printing to
scanning without substantial moire dulling.
Another thing that might make it more valuable is that it might be an
alternate proof (an outtake) that wasn't actually used in production of the
magazine, and therefore much more valuable. It might be really close to the
actual production cover, but a whisp of hair out of place or the smile not
seductive enough (she looks like she's about to burst out laughing in this
one) would easily reject it.
When I was a kid my dad used to bring home outtakes of handpainted Disney
cells and cells from animated commercials all the time so I could cut them
out and such. I found out much later that these were worth a small fortune.
