Of course a ban on downed animals (which I generally agree with) would do
very little to deal with this as the generally accepted cause of the disease
has a very unpredictable dormancy phase.  Perfectly healthy seeming animals
can be just as infectious as "downed" animals.

I'm not sure what to do to solve this, but I'm concerned that reinstating
the ban on downed animals could be seen as a "fix" for this issue when it's
not.

I wonder if stricter standards on the use of brain/nervous system tissue
would help at all?

Unfortunately statements make by those "experts" are just propaganda.

Actually the "discovered" case was a fluke, because the USDA is not actively
testing slaughtered animals for this disease.  Another consideration is that
this animal was slaughtered on December 9, and had plenty of time to get
into
the distribution chain before anything was either discovered or said.

The fact remains that the USDA still allows "down animals"  that is animals
that
are so sick or injured to still be slaughtered right along with the healthy
animals.  The fact remains that government officials will be trying to put a
spin on the news to downplay the health risks in order to protect the beef
industry, paying little attention to improving the safety of the food chain.
The fact remains that USDA Veterinarians have been warning about the
possibility
of infections for ages, with little being done about it.
