I figured it all out.


The government hires � of the population and pays them a salary.


That � of the populations job is to watch the other 1.2 of the population
and report "law violations" to Big Brother.


Problem solved...


Oh yeah, we shoot all violators.


Eventually you leave or follow the rules (or get shot)


I haven't decided if we shoot to kill or not. In the Army we were always
taught to shoot to wound because a wounded man takes up more resources for
the enemy. We surely wouldn't want to do that! That would cost us money.


Oh , if you try to quit your govt job you get shot as well.

I doubt anybody disagrees with you.

The problem is how to make sure that everybody who *can* support himself
*does* support himself, while at the same time making sure that those who
*can't* support themselves are being taken care of. Somehow society has to
find a balance between both, but I don't think any society has found the
proper balance yet.
