Amidst the furor over the capture of Saddam Hussein, President Bush
quietly signed the Intelligence Authorization Act For Fiscal Year 2004
giving the Federal Bureau of Investigations (FBI) increased surveillance
powers, as well as expanding the reach of the U.S.A.  Patriot Act.
Among its provisions, the FBI no longer has to submit subpoenas to a
federal judge and the definition of "financial institution" was
broadened to include entities such as, insurance companies, travel
agencies and stockbrokers. Critics, such as James Dempsey, executive
director of the Center for Democracy and Technology charge the
government with trying to pass legislation that was shot down prior to
the U.S. invasion of Iraq.  There is also concern that rather than
giving up on the controversial provisions in the Patriot Act II, the
government merely extracted those provisions and is now trying to
quietly slip them into other bills to avoid raising an alarm.

For example, it would be nice to know what's covered in Section 905 of
the National Security Act of 1947, 50 U.S.C. 441d, the period of which
had been extended year after year, until this year's act finally
repealed it.  But for reasons not explained, the otherwise comprehensive
