group. Individuals yes, but not large populations. According to classic
psychology research, specifically the Milgram experiments (see
http://www.cba.uri.edu/Faculty/dellabitta/mr415s98/EthicEtcLinks/Milgram.htm),
there are enough people with the appropriate persuasion, or rather
persuasability, in any moderate sized US city to staff a concentration
camp. I also would not be surprised to find there would be enough
individuals to do something similar to 9/11.
Being American or an American resident is not a magical preventative. I
think that these people exist everywhere.
