ip: 4.xx.xxx.xxx, I can bring up the Router Login page.
Now that is internal me accessing it via IP Address.
Now from what I am told that it can not be accessed using the
IP Address from an external PC.
argggg this is frustrating

Are you sure that your broadband provider even allows this? Many DSL/Cable
providers set rules to block outside access to port 80 to stem the flow of
code red traffic - some still haven't lifted the restrictions.
Can you see the server using your internal IP address?

OK.. I have been through this a number of times already and
hopefully it is something simple I am over looking.
Configuration:
Windows XP Professional
IIS
DSL Connection
Linksys Router (firmware 1.50.11) = Latest
Problem:
I setup the Port Forwarding (Port 80) to my machine's IP
(192.168.1.200) in Linksys. It is enabled.
I set up IIS to poing to my E:\Inetpub\wwwroot folder.
I can ping the router as well as the machine's IP address.
Also I can ping outside IPs as well as the DSL Connection's IP.
I can use: HTTP://localhost/ and I will see the INDEX.HTM file
I created. (Basic HELLO page).
When I attempt to use my IP Address (DSL Connection)
4.xx.xxx.xxx It can not locate the page.
http://localhost/ = works
http://4.xx.xxx.xxx/ = Does Not Work
Suggestions???
