marriages, Giuliani says he's for it, all bases are covered. Bush can say to
the religious right that he's in charge so it'll get pushed while Giuliani's
ideas and presence will blunt some of the criticism as he's for it. Giuliani
also has a much better international presence and can pick up the pieces
that Bush has dropped with international diplomacy.
