A guess here, as I have seen this before. I assume that this is a .cfm page? If so, DWMX design view may not be able to handle the page if it is very complex. I am not certain that this is the reason, but it may be. What I do in this situation is create a blank html page, do up my design view stuff, and cut and paste the code where it needs to go.
Or I could be totally off base, in which case, sorry.
