>From my experience, the rule is the closer in you want to be the more
expensive the apartments. For instance when we were last looking for
rentals, we looked in Arlington,  Fairfax County, Prince William and Loudoun
counties. 1200 would get you a very cramped 2 bed room in a not so good area
of Arlington, a somewhat comfortable 2br in Fairfax, and a 3 bedroom
townhouse in Prince William.

The basic idea is that in this area you pay one way or another. The closer
your are to the central areas the more expensive the place. The farther out
you are you pay as well, in terms of commuting, rather than in housing
costs.
