We made it SO easy to RSVP - I hired a service that gives me a toll free phone number and a web page that people can RSVP to. In addition, the service CALLED every single person who didn't RSVP and we still have that many people who haven't bothered RSVPing.

Here's a slightly more "evil" idea
Send out letters to the 66 people saying:
"Since you have not responded to the RSVP, I understand that you will
not be attending the wedding and reception.
If you do decide to attend, there will be no food or drink prepared for
you, so please bring your own packed lunch or picnic."
