 Hi all,

 One further note:

 There is a use-case that would be nice to fit into all of this, but I
 suspect it would be difficult:

 Consider "sea ice velocity".  If you wanted to report the time-mean
 velocity such that ice transport could be a correctly calculated as the
 product of time-mean velocity and time-mean sea ice mass, then each
 velocity time-sample would have to be weighted by the mass of sea ice (not
 its area) and then we would divide by the sum of the weights.   The "where
 ... over" construct would not cover this case, so the mass-weighting
 scheme would have to appear as a "comment" in cell_methods.
