I've updated the format slightly again, making it a straight list of
records, each containing 'rule', 'id', 'label', 'comment', 'target',
'value'. The 'target' is the standard name that this rule applies to,
'rule' identifies the type of rule, and 'value' is additional information
needed by the rule. I'm using this now to verify specifications related to
these rules in the data request.
