DUTIES:  Incumbent serves as a technical expert responsible for the research, 
planning, development, acquisition, testing, customization, integration, 
implementation and maintenance of software applications required for multimedia 
Web production. 
This ranges from HTML coding to complex computer application programming using 
products such as ColdFusion, ASP, or comparable products. 
Independently writes application program code for customized modules that meet 
specialized functional requirements defined by agency web editors and other 
colleagues. Independently reviews program application code authored by fellow 
members of the Applications Unit or by contract programmers. Works as a member 
or leader of informal teams formed to propose and implement a wide variety of 
Internet and other IT
projects.    Supports software applications to produce a wide range of
web metrics reports.  Keeps abreast of new technological developments by 
extensive review of the technical literature, applying relevant innovations to 
planned and ongoing Internet projects-and recommends training or educational 
opportunities for self and team members. Attends professional conferences and 
meetings to seek out new technologies to Internet development projects targeted 
to a range of global audiences.

QUALIFICATION REQUIREMENTS:

SPECIALIZED EXPERIENCE: Experience which is directly related to the position 
and which has equipped the candidate with the particular knowledge, skills and 
abilities to successfully perform the duties of the position.  

DIRECTIONS FOR COMPLETING THE KSA'S: Consider what in your background indicates 
you possess each knowledge, skill or ability (KSA).  Provide clear, concise 
examples for each element and relate your experience to the position for which 
you are applying.  Use examples which show the depth of knowledge, level, 
skill, or degree of ability you have.  You may refer to paid or volunteer work, 
education or training, or any other applicable experience.

KNOWLEDGE, SKILLS AND ABILITIES: Relative numerical values equate to a total of 
30 points.

1.      Expert knowledge of the protocols (TCP/I, HTTP, UNICODE) and
programming languages fundamental to Web development (i.e., Cold Fusion Markup 
Language, HTML, ASP, C, C++, Java and/or Perl scripting, including the ability 
to create CGI applications. MANDATORY (8)

2.      Expert ability to use ColdFusion tools to develop functionalities for
database driven Websites. MANDATORY (8)  

3.      Demonstrated skill to evaluate and work with a wide range of
technologies relevant to multimedia Web development, including TCP/IP networks, 
relational database management, computer security and firements. Knowledge of 
the CommonSpot content management system and of XML are desireable. (6)

4.      Demonstrated ability to manage software applications that produce a
wide range of web metric reports from web logs and similar data. (4)

5.      Demonstrated interpersonal and communication skills to work
successfully in a team environment. (4) 
 
CONDITIONS OF EMPLOYMENMT

1.      Applicant MUST be a U.S. citizen.
2.      Status candidates MUST meet time-in-grade requirements within 30 days
of the closing date of this announcement.
3.      Relocation expenses WILL NOT be paid.
4.      Incumbent is required to be "on call" at all times, making it
necessary to carry a pager and cell phone to respond when there is an 
application problem that threatens the worldwide Internet distribution of news 
and information.
5.      Work is performed in an office environment or in emergency situations
that may require working from remote locations.
6.      Hours can be long and irregular since activity, including regular
assignments, may be necessary at any time of the day or night.

3.      ICTAP CONSIDERATION: PLEASE ANNOTATE YOUR APPLICATION TO REFLECT THAT
YOU ARE APPLYING AS AN ICTAP ELIGIBLE.

Individuals who have special priority selection rights under ICTAP must be well 
qualified for the position to receive consideration for special priority 
selection. 

ICTAP applicants who meet all the selective and knowledge, skills, and 
abilities (special rating factors) and earn a score in the top one-third of the 
rating score range (prior to the assignment of veteran's preference points) 
will be tentatively identified well qualified.  A final decision that a given 
ICTAP applicant is well qualified will be made by the selecting official, and, 
if appropriate, by the Director of Personnel. Eligibles must submit a copy of 
their agency RIF Notice, a copy of their most recent Performance Rating, and a 
copy of their most recent SF-50 noting current position, grade level and duty 
station.

4.      STATUS CANDIDATES OR REINSTATEMENT ELIGIBLES: You MUST  SUBMIT your
most recent Notification of Personnel Action    (SF-50) showing tenure
group and promotion potential if any.   To insure full consideration,
status candidates should        submit a copy of their most recent performance
appraisal.

5.      Status candidates MUST clearly indicate on their application package
whether they want to be considered under the provisions of the Merit Promotion 
Program or the Delegated Examining Unit.  If you DO NOT indicate a preference, 
your application will only be considered under the Merit Promotion Program.  
You may wish to be considered under both procedures in which case you MUST 
submit TWO complete application packages.

6.      VETERANS:  Non-status applicants claiming veteran preference, or
eligibility for Veterans Readjustment Appointment, MUST submit a copy of their 
DD-214, and if disabled, form SF-15 with a letter from the Department of 
Veterans Affairs showing appropriate proof of disability, dated within the last 
12 months.
