I had the same problem with Solaris.

No, you cannot tell the server ( to the best of my knowledge anyways) but you can tell 
Linux ...

If you have the CF Server running as owner dan then simply set the umask for that user 
in the .profile or .bash_profile. (eg. umask 022) rerun your profile to take effect:
