.... And the single quotes probably came from an ODBC data source.  My guess would be 
the error is found now due a switch in backend DB's more so than the OS switch.  Not 
sure if there's a robust way to translate an ODBC data into a CF Date structure to 
guarantee correctness across all sorts of different situations.

Somebody else hop in and fill that one in :)
