The server would crash every couple of minutes. The "weather widget" was on
the home page, so every time someone would enter the site, the server would
crash. I also had a "stock quote widget" on the same page that was having
similar issues. Both used custom tags that would access sites outside the
firewall and bring back information. The Unix 11 Errors ceased (the server
stopped crashing repeatedly) after I removed both tags from the home page.

Is your server crashing?
Or was it getting connection refused errors?
I may have misunderstood Michael Wilson's problem,
which seemed to be crash related.
P.S. I wrote that release note. :-)

Not according to your release notes for CF 4.5 SP1:

--quote--
On Unix platforms, ColdFusion uses a "Unix domain" socket (/tmp/cfserver)
for communication between the web server and the server. In SP1 we have
enhanced this communication to be able to use TCP or network sockets,
through the 'localhost' interface. In our testing, the use of the newly
implemented TCP Network socket communication will degrade performance by
10-15% or more from the default Unix Domain socket, but may provide relief
from certain "Connect Refused" errors when ColdFusion is serving very
lightweight templates under heavy load.
[snip]
Please note that, in general, customers should not need to enable the use
of TCP Network socket support unless they are experiencing "Connection
Refused" errors due to the combination of both 1) high traffic and 2) very
lightweight application pages.
