My guess here would be that your JVM is taking quite a while to startup,
which is why the first request to your CFX tag is failing. It just
happens to be that the time it takes for 2 requests to fail is roughly the
same amount of time it takes to start it up.
Try doing one request, let it error or then sit there for a minute. If
the second request works then my suspision is probably correct.
