probably the most intense bug tracking system anywhere.

I think Macromedia SiteSpring also has some defect tracking functionality.

If you're intent on re-inventing the wheel in another language, at the very 
least you may be able to get some ideas on features that others have built 
into such a system. And to answer your other question, I am unlikely to pay 
for a system that duplicates the functionality of something already 
available as Open Source, unless it's REALLY good (e.g. ColdFusion).
