As Jesse Noller pointed out, you have to stop CF before editing the
registry. It took me a long time to figure that out, myself.

Once you do that, you can go in and disable CFREGISTRY again. This time,
though, make sure you fill the field labeled "Unsecured tags directory" with
the file path to your CF Administrator application. This will allow CF
Administrator to run, and to use CFREGISTRY, but will prevent scripts within
other directories from being able to do so.
