Yes, all pages returned by CF return a 200 status. Even pages that say "404: Object Not Found" do this. They've always done that, over every version of CF. I think the reason for this is to simplify the API module code, but don't know for sure. However, you can sometimes override this in some cases by having the web server check for the existence of files, for example.
