it's dependant on the web server.  cgi.SERVER_PORT and
cgi.SERVER_PORT_SECURE can also be used to get the same information.  At
lease one of the three should be provided by the server.  Also, I know you
can reduce the number of CGI variables that are made available to
server-processed scripts to reduce the workload on the server.  By default
all three are coming from my apache2 install, but if you disabled them, they
might not appear.
