It definitely sounds like a problem with the JDBC driver itself.  Here

Unfortunately after reviewing this document it seems as if you nailed
all the main points.  Are you sure that the JDBC driver you downloaded
is correct for the JVM you're using and for the version of PostgreSQL
you're using?  The error seems to be more fundamental that a minor config
tweaks; it seems as though the JVM doesn't like the JDBC driver at all.

One other thing: I doubt that you can configure the JDBC driver through
ColdFusion to accept MD5 hashed passwords so you might want to try adjusting
the pg_hba.conf file to accept plaintext connections instead (this requires
a PostgreSQL restart or reload).
