If any one is interested I fixed it. JVM arguments it seems.

  I did a clean install of CFMX7 Enterprise onto another machine and 
copied it's jrun 'jvm' arguments to the upgraded server, replacing those 
that were there - settings orginally installed by the MX6.1 installer.

  Restarted jrun and all the virtual servers and now MX7 charting works.

  The upgrade instructions are a bit thin - they describe how to mirgate 
your DB settings using the 'runmigrationwizard' settings (I needed help 
to find that document), but don't say that the java run time arguments 
need changing as well. (Except for a small note about needing 
-Djava.awt.headless=true on Linux - but I already had that and it didn't 
help.
