Director 8.5 will do this - its a pretty amazing product - just got it today. In 
partnership with Intel and Discreet (makers of 3D Studio Max), it will allow you to 
import a W3D file and interact with it. The shockwave player is intelligent enough to 
monitor bandwidth and to read the processor speed and dynamically downscale the model 
to a lower polygon version.

Director 8.5 info.

There is a plug-in called Vecta 3D which is supposed to turn your models into vector 
art for Flash, but our tests with it have been fairly poor, it doesn't maintain your 
texture maps and makes it look rather cartoonish. 

Director 8.5 by the way has support for Flash 5 and for digital movies, such as AVI, 
Quicktime and Quicktime VR if  you wanted to go that route as well. It requires the 
player to be installed on the end user's hard drive.

I believe that Macromedia has just released a product for bringing flash
objects into coldfusion 
and making it more user friendly.  You might be able to find out more about
