I would suggest omitting where_snow because ticket 17 proposes to put that
information in cell_methods. I believe that discussion is successfully
concluded, but it is awaiting moderation.

These are consistent with existing names. Is that the stress experienced by
the whole atmosphere, or by a particular layer? If it's in Pa, I think it
must be a vertical integral of some kind, mustn't it? An intensive quantity
in the vertical would be in N m-3 or N kg-1=m s-2, not in Pa=N m-2. If it
applies to a layer rather than the whole atmos, it should probably have
in_atmosphere_layer like quite a lot of other names do.
