I agree with Jonathan not to use "atmospheric_layer in standard_names.

The same as for extinction cross section, the first one is 3D (lon,lat,lev), the second 2D (lon,lat)

For consistency with other names, these would be
  aerosol_asymmetry_parameter_of_atmosphere_layer
  atmosphere_aerosol_asymmetry_parameter
although (as I've said before) I think maybe we should (for all such names)
just have the second variant, and distinguish between them by the presence or
absence of a vertical coordinate variable.
