Since this is not a geophysical parameter, it shouldn't have a name like "water_flow_rate" but could be named the way CF handles another instrument-related variable, "temperature_of_sensor_for_oxygen_in_sea_water". If "water_flow_rate_of_sensor_for_temperature_in_sea_water" is used, it could be associated with the conductivity, salinity, and whatever other variables are measured by the unit - e.g. if there's a fluorometer - using the ancillary_variable attribute. If you instead list temperature and conductivity in the name, it could be less useful when other variables are being measured by the system. Whether this needs a standard name at all isn't clear, since you can include variables without standard names in a compliant CF file. Some people (including me) think that any commonly used, potentially helpful instrument- or measurement-related variables should have standard names, but it's not a universal opinion.
