I'd agree that choosing available standard names for tide gauge related data 
hasn't been obvious.

My comment is that tide level is a special type of vertical reference datum but 
one that that isn't unique.
For example, subtracting a published tide prediction from observation data is 
not identical to applying harmonic analysis to that same data set.

Thus a name like  'sea_surface_height_above_tidal_level'  makes sense, but 
would best go along with attribute/s such as 'reference tide source' or 
'authority' or 'tide correction method'.
