Let me make sure I understand this:
It is incorrect to say that a "GridSpec file" (be it NetCDF or XML or
something else) conforms to GridSpec v1.6.
A NetCDF file _can_ conform to CF v1.6, but that has no bearing on
GridSpec.
Something can conform to GridSpec (currently w/ no version), but that
has no bearing on its actual format.
In the future, though, if something conforms to CF v1.7 that will imply
that it includes the GridSpec terms and structures.
Is that correct?

Assuming that the techX page is the correct location for GridSpec CF
documentation, it is lacking any version information.

Also, can the GridSpec convention only be expressed as a netCDF file?
Yes it was written for netcdf. I'm assuming that anything that can be
done in netcdf can be done in XML though I'm not a XML specialist.
