Dear Andreas,

In CF,  "height" is defined with reference to the earth's surface: "Height is 
the vertical distance above the surface."  ("Altitude" is defined as "the 
(geometric) height above the geoid, which is the reference geopotential 
surface. The geoid is similar to mean sea level.")

Hence, I think the name you need is:
height_of_atmosphere_layer_above_surface (m)
and you would then need to define your layer, for example, by giving coordinate 
bounds in terms of pressure at the top and bottom of the layer.
