I'm cross-posting this on the CF metadata list too in order to ensure that this 
has the proper visibility, since I'm not too sure how far the migration to 
GitHub is and what's most appropriate. Sorry for the noise.

The discussion on the issue of regulating the use of netCDF-4 groups in 
CF<https://github.com/cf-convention/cf-conventions/issues/144> has fallen into 
a lull now for three weeks, after substantial improvements through 
contributions from @marqh , @czender and @JonathanGregory . I believe this is 
due to the fact that we have reached consensus, or as near as we will come to 
it. @JonathanGregory as the moderator of the discussion, would you be willing 
to summarise the discussion so that we can move into the next phase before 
adoption?
