 Jonathan and I proposed:

   * it is assumed that any relevant global attribute is also an attribute
 of every data variable [in the file], although it is superseded if the
 data variable has its own attribute.

 This is not inconsistent with [http://cf-pcmdi.llnl.gov/documents/cf-
 conventions/1.6/cf-conventions.html#description-of-file-contents 2.6.2] in
 the conventions: "When an attribute appears both globally and as a
 variable attribute, the variable's version has precedence"
