 Dear Randy

 Although there's no harm in having a trac ticket, I think we would regard
 the `area_type` table as part of the vocabulary of standard names and so
 changes to it can be agreed on the email list, without the more demanding
 rules of trac tickets.

 I think the principle of your proposal is fine. I think it is necessary to
 define what fire, smoke, etc. mean, and indicate how it is decided whether
 they occur.

 Whereas fire and smoke are definitely airborne, dust and volcanic ash
 might be misunderstood as referring to the nature of the surface, so
 perhaps more explicit phrases might be useful to indicate they are
 airborne? I note there are standard names containing the phrase
 `dust_dry_aerosol` - would this phrase, or perhaps `dust_aerosol`, be
 appropriate? I note that `raining` is a process, whereas all other area
 types are materials. You could say `rain`, I suppose.
