I think that the people who are new to github will appreciate a lack of complication in the structure of information and how to engage.
Having a single branch makes is clear to anyone arriving that if they want to propose a change, that is what their change is with respect to. So, I am in favour of maintaining the `master` as the editor's draft and providing tags for released versions and against a `next` branch.
