Have you tried connecting to the user's FTP from the server itself? I have found in a lot of cases the external connections from web servers are blocked and/or locked down. If you have direct console access to your CF server than try running a straight command line FTP to see if you can connect to the server. It doesn't mean a thing that you can connect to the server from your dev box unless your dev box is also your server.
