Thank you for your tips. I logged into the server and checked if I could ftp from that server and I could not. I could FTP from my PC but not the server so that led me to believe that there were permission restrictions on their server. It turned out that the client did not have the new servers IP on their permissions list. He added it to his list in IIS and everything worked!
