I found the answer... IF YOU ARE RUNNING REPORT BUILDER BUILD 144677, you need to delete the file "commons-digester-1.3.jar"
You can find it in the coldfusion directory / lib (i.e. C:/CFusionMX7/lib/commons-digester-1.3.jar) If you have problems deleting it as I did (other programs accessing it and windows not allowing you to delete it), you can reboot windows in safe mode and then go find the file, rename it or delete it, and then reboot normally.
