Not sure if this is the answer for this question but if we use a framework like Fuse Box it makes the life quite easier as far as managing web layouts are concerned provided we leverage the framework to develop a CMS Tool.
We have a index.cfm which is a circuit and consists of multiple fuses. Now it's a designers ball game to play with these fuses and manage the layouts.. Hope it gives some idea..
