Yes,

Go to admin tools and pick services look for cf8 main service you can stop
and restart the service there without having to reboot your server

My bad. Forgot that scope application is not killed at browser close. The
object did not change until I close the server.

This is a development environment. Is there a way of stopping and starting
CF8 instead of rebooting the computer alltogether?
