When you create a new CF file in DW does that file saved under the root of your IIS web site (by default it should be something like: "C:\inetpub\wwwroot") ? If yes, can you get to that file through IE directly (http://localhost/yourfile.cfm) and see if it works for you? If not, check IIS Web Site settings and see the path to folder were your files should be located. (http://support.microsoft.com/kb/323972) Hope that help.
