Is this something you need to do on a regular basis on the fly?


Or is it a one time thing where you are trying to clean up/mass modify a code base?


If it is the latter you might want to look into the Dreamweaver advanced search and replace features.  If you change the "Search For" option to "Specific Tag" you can get some very powerful find and replace options to do things like you are describing.
This assumes of course that you have and use Dreamweaver and that this is a coding exercise.


If it is the first option then hopefully others can help you with the desired regex.
